Scratch App
I already know there was a Scratch app before, but it was taken down because of the no sharing policy (or something), but maybe you can make it again, but you could change it so you can't upload it at all. You could make the app so you could just play your own games that you made, but also can't take them from Desktop projects.

It depends on what your android device has. I had a phone once that supported Flash, but then I had another Android phone that didn't. I'm not quite sure why. GOOD NEWS IT IS POSSIBLE

Rejected according to the sticky:
2. Scratch on mobile devicesAs for whether it is rejected or not - it may have been at one time. But times change and I know that our developers are currently working on tablet versions of Scratch. So I'll close this as an accepted suggestion.

ScratchJr is not in any way an alternative to Scratch, it's far too limited. It could be possible there is the scratch jr but I have not used it so … who knows how useful it is…

There was a mobile version of Scratch in the ATs somewhere, but I can't find it and I've never used it so I don't know how well it works.

For your information, it is uncomplete and glitchy, and very limited. Developing apps isn't easy.. There was a mobile version of Scratch in the ATs somewhere, but I can't find it and I've never used it so I don't know how well it works.

This is because Adobe, the company that created the Flash Player, had an app on the Google Play store that allowed Android devices to run Flash, but they stopped updating the app at some point, so that app no longer supports any android devices beyond 4.0.x. If you have a device that runs an older version of android, then you can still get the app, as it is still available on the Play store (I know this because I still have an old phone that runs gingerbread, which is version 2.3.6). Technically, if you could find an APK file, you could install this app on your newer android device, but Adobe does not recommend it, as it can cause your phone/tablet to become unstable. It depends on what your android device has.
