You can currently group vector shapes - and the shapes contain the points…so I'm thinking you can already do this? Have you played with the shape grouping tool?

(I'm about to use editing the Scratch Cat as an example, but I would not use this function on the Scratch Cat but rather my own OCs) You can currently group vector shapes - and the shapes contain the points…so I'm thinking you can already do this? Have you played with the shape grouping tool?
Grouping two shapes would allow me to move the Scratch cat's two arms and keep the distance and size between them…
However, my suggestion is about the points that make up shapes.
See those little dots?
They help you move parts of the arm, but you have to move each dot by hand in the Scratch Editor… but if I want to make the Scratch Cat arm longer but still the same width, it would be hard to keep the width the same by moving the dots, where each dot would not move the same, no matter how hard I try.
(Note: the Scratch Cat arm was actually sort of easy, but any vector art worth its salt uses MUCH more points, which makes the Scratch Cat a bad example)
If I grouped the three points that related to the width and the height of the arm, I could make the arm longer while keeping all the proportions the same.
Does that explain my suggestion?

Yes, thanks, that makes it much more clear. So you are suggesting that the ability to group points be added to the reshape tool, right? How would that look to the user? How would they select multiple points?(I'm about to use editing the Scratch Cat as an example, but I would not use this function on the Scratch Cat but rather my own OCs) You can currently group vector shapes - and the shapes contain the points…so I'm thinking you can already do this? Note that you can currently stretch out a shape using the selection tool - that might get you part of the way towards where you want to be.

And if you wanted to get REALLY into the topic of enhancing the reshape tool, you could also add rotating the group of points to my suggestion, although that might be a little tricky.

The stretch tool acts upon the entire shape, but I don't always want to act upon the entire shape. In the example of SC's arm, I now have a bigger arm, when I just wanted to top part of the arm stretched up.Yes, thanks, that makes it much more clear. So you are suggesting that the ability to group points be added to the reshape tool, right? How would that look to the user? As for selecting points, right now clicking a point will remove it, but how about changing that to double clicking?
1 click without a click that follows will select it, or once you're in the reshape tool you can still drag the cursor to select points like you would with shapes. Basically, this treats points (sort of) like miniature shapes. If you wanted to get really far into it, you could have it so when the reshape tool is equipped, the toolbar is replaced with tools for selecting and grouping points, rather than creating shapes.
I might be able to make a mockup later.

Ok, here's the mockup of the toolbar.
And now I'll describe the process as I envision it.
Select your shape. Then click the reshape button. Now you get the new toolbar as seen in the mockup. The shape you had selected will now be in reshape mode.
If you want to leave reshape, just click the reshape button again (b).
Click the top arrow button (a) to click and drag to select points, which will have the same gray rectangle outline shapes have when selected. (The points in the image have been grouped, as seen by the orange outline).
Click (c), the group/ungroup button. Now you have a grouped set of points, which you can move using the arrow button (a).
As always, you can click on a point to remove it, or click an “unpointed” area to add a point, or click and drag to move, or shift+click to split.
