Is it allowed to make a whitelisted word list chat room? For example, http://scratch.mit.edu/projects/12076144/ but with more words. It would be like a safe chat, but people could make their own combinations of words. I don't see how it could be bad.

A whitelist is acceptable, a blacklist is not. Your chat room is okay.
