One thing you should add on to the post is if you still can't find ideas, then try asking at the idea shop. Fill out their form and they're sure give you some good ideas based on what you've told them. The providers of the ideas even have to go through a test first to make sure they're good at ideas.

Just wanted to mention them, they're really helpful

Lol It's already there.

I would also suggest checking out the idea shop by ErnieParke. You can ask for customized ideas, from trained staff. Check it out, you won't regret it!

Yeah, I only realised after I'd posted. Yet another embarrassing Scratch Forums moment for me.
Even worse is that this is the post that introduced me to the idea shop in the first place (thanks for that, by the way).

There aren't many guides on this topic, so I decided to make one. Hopefully this helps you out .

The title
The project ideas forum is one of the least viewed forums. Chances are the only reason people will go in there, is to ask for project ideas them self, not to actually give any. To solve this problem your title is going to have to be as noticeable and as interesting as possible. This will let people, who may not have previously been interested, become willing to answer your thread. Here is an example thread title for you: “I need ideas for my RPG”. See how it has no caps, looks professional, and tells the genre? This will attract those who like RPG's, as they will probably like to share their ideas with you. Here is a bad title: “GIMME IDEAS”. It is full of caps, making it seem unfriendly. It also doesn't tell people what ideas you want, so even if your ideas, that you want, are for RPG'S, people will not know, and they will just ignore the thread, instead of taking a look.

The text
Once, someone has clicked on the link, the text in your thread becomes the most important part of your whole thread. You need to be as specific as possible in your thread, to make sure that people know exactly what you want. It's OK to simply put “RPG” in the title, to get people interested. However, just saying that you want an RPG in your thread, will lead to a huge variety of ideas being given, some of these you may not want. So, instead of simply putting down “I want an RPG”, try saying “I want an idea for a Pokemon style-RPG”, for example. This will let people know that you specifically want Pokemon themed ideas, and nothing else. This will also help you attract people who like Pokemon, and will lead to more ideas.

The ideas
Ah yes, the part you've been waiting for, the ideas themselves! The ideas are probably the reason that you decided to make a thread in the first place, so you want to make sure that they fit your requirements and that you walk away happily. To do this, you need to be as active as possible on the thread, to make sure that you can check out all of the ideas given. Keep a list of the best ones, and when your happy with that list, compare all of the ideas, and see which one you like the best! You don't have to make a project from just one idea, if you like multiple, then feel free to make multiple projects! You can even combine multiple ideas in to one, to make one awesome project!

The contributors
The people who give you the ideas are key to your success in this forum. After all, your hoping for them to reply, and give you an idea! The reason that you turned to the community, is because you couldn't come up with the ideas yourself! They are the ones doing a favor to you, so make sure that you are friendly! If someone contributes an idea, that you don't like, then suggest how they could make it better. If someone contributes an idea that you do like, then compliment them! Remember to constantly encourage people to contribute, and if they already have contributed, then encourage them to contribute again! You may have a only a few contributors, so encourage them to contribute more than once.

Bumping your thread
You likely, won't get a huge amount of ideas straight away, so remember to bump your thread. This will let more people see your topic, and will make it more likely for you to get an idea. Try to avoid bumping, it's better to reply to someones idea, if there are any. If there aren't any, though, then bump your topic. Remember to only bump it once every 1 or 2 days, otherwise it's considered spamming and many people will find it annoying.

If you still haven't got enough ideas, then I recommend checking out these two topics, so you can make your own idea!

We need to find a way to promote the Project Ideas forum and the Show and Tell forum. They need more activity.

If you post right here in this thread, most likely nobody will see your request (although given that this post has been the most recent post in this thread for over a year despite the sticky, I'm sure many people have read that).

You seem to be correct. Thread died for many months!
