Can't find cloud variable option?

I'm following a tutorial on adding high scores to a game. According to it, when I click “Make a variable”, I should see an option to create a cloud variable. However the only options I'm given are “For all sprites” and “For this sprite only”. Are cloud variables only available to certain members or am I missing something?

Cloud variables aren't available to “New Scratchers”. Once you achieve the “Scratcher” status, you will be able to create Cloud variables.

Yes when you become a Scratcher the screen with the sprite variable options below it you can use cloud data.
