Ok, here is my suggestion:
I think that we should show the community guidelines when creating a new account. You should have to tick the box saying that you have read the guidelines. At the moment the Community Guidelines are hidden, barely anyone actually reads them. This leads to many Scratchers not knowing what we expect here on Scratch and can get them in trouble with moderators and the community. There is no point having the community guidelines if no one is going to read it. This is a way of making sure everyone sees them.

Most sites do something like this. Support, or maybe a big box on your profile that doesn't go away until you've read them, kind of like how you confirm you account. You can't do anything until you read them.
I agree with this! Most people have not read them and if you agree to them when you create an account, it means if you break them, you can not argue if you get a ban as the Scratch Team can say ‘you know what the guidelines are and you did not follow them’.
Sounds like a good idea! That could help cut down the amount of inappropriate content by letting users know that the CG is really enforced.
Support. I also think that we should also make them a little more readable and up-to-date (it's been suggested before that we change the rule on Cloud Data to say safe-chat programs are allowed.)
Since the CG are short and concise (and therefore wouldn't make the page so long that everybody would just scroll past it, defeating the purpose), I definitely support this.
