To add onto what everyone has currently said, it's really not hard. There is a really long lag time before it actually shows up as implemented.
So after going to a sprite>Sound>Upload, it should take at most 1 minute (after upload) to actually get it to display any status signs of implementation.

Where do you get music? Generally try to stick to a site that freely lets you download songs created by users, like Newgrounds, but I'm not sure about going there, the ads are kinda horrible. (maybe try OpenSprites

)

How to upload? First make sure you're file is a wav or mp3. If it isn't I'd suggest converting it here. Then open up the Scratch editor and click on a sprite or the stage. Select the sounds tab at the top of the editor, then click on the arrow-out-of-folder button. Select your wav or mp3 file and wait for it to upload. Note that you can't get your song from iTunes - it kind of hacks the mp3 file, encoding in some metadata that Scratch doesn't like, so you'll have to get it from somewhere off the Internet (or you could make your own song!

Download the music, then in Scratch go to the Sounds tab and click the “Upload sound from file” icon. Then it will show your files. Go to the file that you saved the music in, select the music and click “OK”. Then wait for it to convert the sound (there will be a progress bar on the Stage). When it has finished uploading the music, it will be in the Sounds.
