I doubt it. I edited the source code of scratch and compiled it. The hacked blocks you see are when people edit the JSON file that is saved in the .sb2 file.

It might be possible to make it as an extension.

Also, the first post still isn't clear about what it does. It says it is like the current (loudness) block (which uses amplitude or volume), and the demo of it that you linked to uses amplitude, but you keep referring to frequency.

In order to do this, scratch would have to create a a different MP3 or Wav each time, with a single beat it is fine, but for an entire song it would be very difficult and slow the project to a crawl even on the slowest computer
