When flagging, make CG actually link to CG now that we have them

When flagging a project, it says “Please explain why you feel this project is disrespectful or inappropriate, or otherwise breaks the Scratch Community Guidelines.”. However, the link to the community guidelines doesn't go anywhere. Since we now have community guidelines set up (http://alpha.scratch.mit.edu/help/community_guidelines/), that should link to them.
