Turns out the problem was that the Scratch Applet does not recognize broadcasts that have numeric names!
Yea. They all work in Scratch, but not online. So I'm deleting large sections of code and then reposting until I find which section seems to be causing the problem. It is not the best approach to debugging, but I don't know of a better way.
This one seems to malfunction online.
