Get the flute from mystery gift and go to the place where you catch Dialga. The game will ask if you want to use the flute, then stairs come. Go up and catch Arceus! Of course you need an Action Replay.

Lair? Well if you have the azure flute and go to Spear Pillar, and staircase leading to the Hall of Origin will appear. After you capture or defeat Arceus, you should be able to walk down the staircase again. It worked for me. Arceus has a lair?

Adam5001- I'm not sure where you can get the Azure Flute in the real game. My friend use Action Replay on my DS, enabling me to capture Darkrai, Arceus, and Shaymin. (I think that's the only way to capture them in the English version.) =)
