I figured out it's because of the rotation style of the broken yoyo is set to "don't rotate at all". Please see:

I've shared this because of an odd problem running it at on my PC. This is running Scratch 1.1 on Windows Vista Home Premium. Broken Yoyo (1) does not rotate but Working Yoyo (2) does.
Maybe it works if I share it and run it from the Web page or download it? Maybe the Scratch team can take a look?
(It's an unfinished project to make a yoyo.)
