In finder, open Applications -> Utilities -> Java -> Java Plugin <the version you have>. Then type in "-Xmx128m" under "Java Runtime Parameters" under general tab. I will be making a tutorial of this shortly.
Some projects never load because they take more memory than Java has been given. This fix raises the amount of memory that Java can use so that larger projects can be viewed online.
Many people are leaving comments saying scratch projects won't load. This is a tutorial explaining how to fix the problem! This should work for all Windows OSs. Problems? Questions? Leave a comment!

i dont have the runtime parimeter tab all i have is, platform,product,location,path and the enabled tabs.
