abs is not a formula, it's a function. Like +, -, *, and /. It exists not just in Scratch, but in real math as well. As my math teacher taught me, "The absolute value (abs) of a number is it's distance away from zero in integers." So yes, it does turn a negative into a positive, because, for example, -5 is (1, 2, 3, 4, 5) integers away from zero. As is 5, (1, 2, 3, 4, 5) integers away from zero. Get it?
