Not exactly. You can sprinkle this stuff on your runes to make them stronger, but yo can't make them out of this.
can you make magic runes with this stuff?

They can explode when you throw them, if you mix it with a certain kind of liquid you can make it into a potion, that makes you very strong if you drink it.Oh, and also, if you sprinkle a bit of it on your sword, when you hit a regular shield or sword, a big explosion will happen, but it will not harm you or your sword. If the enemy's sword or shield is enchanted, depending on how strong the enchantment is, there will be a much smaller explosion, or nothing might happen at all.

Usually if your enemy's sword is not enchanted, they will be blown to bits!
