I just cut out the image of bottom lip and made it as a separate sprite that was controlled by blocks. You should download the code and see it in Scratch. It's easier to see there than explaining with words :)

Sorry. I should have explained more. We moved the Scratch website to a new server and I was testing if I could upload. Most of you are not able to upload because Scratch by default uploads to http://scratch.mit.edu.">scratch.mit.edu. Right now http://scratch.mit.edu">scratch.mit.edu is just redirecting to http://scratch.media.mit.edu.">scratch.media.mit.edu. On Monday we hope to have http://scratch.mit.edu">scratch.mit.edu working again. In general, the official website is http://scratch.mit.edu">scratch.mit.edu not http://scratch.media.mit.edu,">scratch.media.mit.edu, that's why we are not changing Scratch to upload to http://scratch.media.mit.edu.">scratch.media.mit.edu.
