Download the 12 sprites and 31 scripts of "Noughts & Crosses" and open it in Scratch

Project Notes

Click green flag. Player 1. You are Noughts. Player 2. You are Crosses. The screen shows who takes their turn. Type an available number to take it. You will have to restart the game yourself when you get a line, I don't know what script to use. Please note: this is a 2 player game.
