About as simple as it gets! Each eye has a three-tile program that continuously points the eye towards the mouse pointer. Copy the sprite so you have two eyes, and they appear to follow your pointer around the screen.

Nice work. You could improve it to make the pupil separate from the eye. You could then add a block that won't let it out of the circle.
