Rather than draggable, you could have each element as a clickble button that "stamps" itself onto a line under the table to make a formula. If you are very good at both chem and scratch, you it might even be possible to do a check-sum that ensures the bonds are correct - that for example to balance an "H" you need 2 "O"s. If you were going to do that I would start small with just the 20 most common elements until you had the math worked out, though...
This is a simple demonstration of my final project about chemistry. The aim of this is to have the elements in draggable format to create chemical formulas.

Love this, you could make a separate sprite for each chemical, and then make it drag-able.
