Thanks to TegansPoppy for the Washington logo for Feb 22. Here is an explanation by TegansPoppy about the date.
Have you seen that Google changes their logo when there is a holiday or special day like New Year's Day or Arthur Conan Doyle Birthday?
MIT does the same with their home page. Actually the day of the official release of Scratch, the MIT home page had an image of the Scratch cat walking and turning on a light bulb to show the Scratch code that made the cat walk.
Anyway, I always thought it would be cool if Google would let people submit their creations, so I think we are doing that in the Scratch Online Community.
Create a logo and a Scratch project based on your favorite next holiday. The logo and the project are going to be evaluated by the Scratch team and we'll decide on the winner for the upcoming holiday.
The holiday can be any holiday, it can be something related to your country or your community, or a worldwide holiday. The more people celebrate it the higher chances of it being accepted.
The selection will be based on the quality of the logo and the Scratch project. Submit your project and logo by posting links to them on the "Design the next Scratch logo" thread in the forums.
Your logo and your project will be seen by thousands of people! :-)
Restrictions: The logo has to be a slight modification of the current Scratch logo. It has to have the word Scratch. The dimensions should be the same: 198 x 60 pixels and the background should also be white.

You can also suggest changes to the "imagine - program - share " part as long as they take the up same space and are relevant to the holiday. This is just optional.
You can work in a team or individually.
