First you need to decide what will trigger a level change. Is it a certain score, elapsed time, enemies killed, etc... Then you need to decide what you want to happen during a levle change. Do you want a different background, more enemies, more time, less time, etc... Do you have a project started that you would like some help with? Really the easiest way is to find a game that has level changes that you like, and download it to see what they are doing.
Archmage is a very good Scratcher. He understands the techniques required to make things work in Scratch. His scrolling demo and Spring Experiment showcase his abilities.
infinix... I mainly wanted projects that show scratch concepts like scrolling and movement. The cube project looks like it uses the pen tool, so I included it.

lol and my pen project allows for very fast drawing between many sprites. Only one pen was used!

Heliosa's project shows how to use acceleration on the X and Y axis to move a sprite.
Jens' Big project shows a very fast and uncomplicated way to scroll a large background.
