I'm horrible with Photoshop, so how about I give an idea, and someone else creates it for me, then we can both have credit:

For Halloween:
Make the word "Scratch" red, have the Scratch Cat next to it with an evil grin, and change "imagine • program • share" to "imagine • program • SCARE!"

For the release of Ubuntu 7.10:
Make "Scratch" brown, and, well, maybe you can come up with something.

Scratch's birthday (release date):
Put the Scratch Cat next to the logo with a cake in his/her hands.

It can be but I think we would prefer a static one to avoid overwhelming the interface. However, if you think you can do something animated that you think it's worthwhile do submit it.
