Where are the tips? "Tips shows up in the menu bar but there is no tips area!

I meant to say that I do not have the tips with the Scratch 2 Offline Editor V423. I need the tips working for my tutorials!!!!

How can I get this fixed or get a link to a previous Scratch 2 Offline Editor (I was using V401) so I can have a version with the working tips?

Can I PLEASE!!!! get a link to the Scratch 2.0 V401 installation image?

This has completely stopped my efforts to produce a tutorial.
